I have no idea what they mean by asking to check sphinx, as it's running on your server and the search program is part of the sphinx package.

No, sphinx is running at your server
indexing of DB by sphinx and searching by sphinx is by actually by sphinx, and in no way related to the script.
You should ask admin to setup properly sphinx for you.

I don't know, but it's exclusively related to sphinx and it is not a part of the script
So there are 2 options:

1. free - you investigate this sphinx problem on your own (read docs, ask admin and so on)
