tags based by click

Hello,

I want to put index page to show tags not categories. Now i have categories based by clicks, and i want to put tags based by clicks. Please let me know how can I do that

1. create tag thumb in rotation settings
2. make sure you have tag thumbs
3. output tag cloud with thumbs and rotation parameter
4. check ctr in list thumbs
