sitemap error

I did short tag from template like this
<?php echo do_shortcode('<?xml version="1.0" encoding="UTF-8"?>'); ?>
But i still get the same error

XML Parsing Error: not well-formed

Do you see html source ?
is everything ok there ?

What is do_shortcode ? is it your function ?

That was a mistake from me, i understud wrong the thing with shot_tags, i have enable it from php.ini

And now this error

I have enabled short tags from php.ini like this
short_open_tag = On

It was Off by default

Can you copy it from any other site ?

I dont have any other site with scj is the first time i use it thats why im asking too much questions
