Tags Question

Hi,
If I want to display all my tags for a video instead of just a few what must I use in place of this <!--TAG1-->,<!--TAG2-->..etc..

In Tags and Groups if I want to skip some tags or groups would it work like that:
<group_list skip_group_id=1,2 separator=,><!--GROUP_NAME--></group_list>
