Fake traffic, generation / detection

This is not really support releated, but maybe some people can answer / know. How hard is it to create fake traffic (lets say with different geo ips), and channel into a network of traffic trading sites, in exchange for real traffic? At the same time, how easy it is to detect something like this, and are all aspects of this covered 100% in SmartCj script, and other scripts?
Is fake traffic getting send to brokers like TrafficHolder.com and TrafficShop.com. I've heard people saying that there is a lot of bot traffic in the mix from these places. Is fake traffic generated by people, a reason for this?
I mean, anything can be done programmatically, especially if one can modify Linux and how it works lets say (the networking aspects, lets say, C programming). So people can come up with methods of detecting fake traffic, and other people can come up with new ways of creating it, and be undetected, at least for some period of time.
Traffic costs money, so there must be a lot of people working on trying to achieve something like this. Lets say, generate fake traffic, send it to trade partners, get real traffic in exchange, sell it as popunders or skimmed traffic to brokers... Or maybe, even sending fake traffic to the broker places, I am not sure. The broker companies are probably the best at detecting this.
