ask u something. With smartcj, can we let users to upload their videos. or all videos must be uploaded by the tube owner?

No, there's no way to upload video for users.

Sorry, no, at present time we do not plan to allow users to upload file.

When we scrape + grab videos from other sites, will the video be hosted in our server or still in other site server

Depends on how you add those videos.
