out.php?link=link&url= problem

Hello,
I'm trying to send 100% hits to sponsor and use:
/out.php?link=sponname&url=spon.com but it doesnt send 100% to sponsor...
My default skim is 60% and use systraders skim as well - (SE-70%,proxy 10% and etc)...
What I'm doing wrong?
