Templates can made only with white without any special the design is not important, just the videos is it possible somehow to scroll down the videos so the question is it possible to manage it with smartcj script this kind of websites ?

Sure, not a problem at all , you can manage it with smartcj
it uses JS + css to scroll videos

JS and css are free, chatgpt is free, there's a lot of info on JS - you can do it absolutely free
or you can pay anybody who knows JS+css
