Проблемы с сайтом

Приветствую, такие проблемы
1)
Core error: Mysql error 1267: Illegal mix of collations (utf8mb4_unicode_ci,IMPLICIT) and (utf8mb4_0900_ai_ci,IMPLICIT) for operation '=' (Notice:: Mysql and Web encoding mismatch, please contact script support)
ранее была такая же проблема, прописывал в config.php
$config["db_charset"] = 'utf8mb4';
и варнинг пропадал. в конфиге эта строка присутствует, но варнинг так и остался
2) на сайте не отображается страница с моделями
domain.com/models/

страница с конкретной моделью выводится норм domain.com/model/model1
сайт клон других сайтов, на котором такой проблемы нет, подскажите куда копать?
